This question was asked on Tuesday by Jan Louws and answered by
William Hooper. It's been asked before and the answer seems to
be:

1. No, There's nothing in VNC that allows this
2. You can mess about with APM and physically switch off the
   monitor on the server machine, thus acheiving the goal -
   this requires that you write something that you can run
   to switch the monitor off (and on again when you're done!).

I'm not sure that 2. will work - can't you override the soft-off
on the monitor by powercycling? Anyway, that's the list's ideas
so far.
