I'm really not trying to sound like a smart ass here, but meet me half way.
If you follow the link provided (or use Google): "Cygwin is a UNIX
environment, developed by Red Hat, for Windows."  And there is quite a bit
of documentation on the Cygwin page.

Are these ports open inbound or outbound only?  Not controlling the firewall
is a very bad thing.  If there is an open SSH port into the network, that
probably means the admin already has a SSH server set up.  Why don't you
talk to the admin about getting a port forwarded in for VNC?

As a network admin I would say there is a reason for the firewall.  Working
with the admin will be much better than the hell you will catch for running
unauthorized servers.
