I browsed them, but seeing that the files to download were .tar.gz
files, I assumed he was really talking about doing stuff on unix.  I see
now after more careful reading that there is a windows gunzip
(bzip2090b_win32.exe) and that these really are Windows files.

I will endevor to try his suggestions.

True, but he assumes that the reader knows what Cygwin is in the first
place.  I don't.  For that matter, even after further reading, I still
don't know (hey, I did say I was a newbie).

I haven't said much about it because I don't control it (answering both
questions at the same time).  I know that there are very few ports open;
but http, smtp, & ssh are amoung them.
