This is meaningless... If I restrict file transfer on my network, this program 
can be running inside my network - because I have to close the ports to try 
to prevent any file transfers.  

Security is not just passwords and encrypted data streams.  It is about 
placing into the network checks to be sure functions that are NOT allowed 
are not going to happen by some accident.  

I have servers that are behind firewall from the users, because the vendor 
code to connect to the servers has extra features that we do not allow.  The 
vendor was thought full to place each feature on different ports, so we block 
the ports for features that we do not allow.  This way, even though we turn off 
the ports on the servers... If the happen to be missed on turned on by 
accident, we still have a line of defence.  

That is what security is about.  Making away to protect, even if accident 
happen.  Setting that extra hurdle.
