If you are in the braille settings under VoiceOver,  then go back one level to 
the main VoiceOver settings.
The rotor is just below Braille, I believe.  Adding braille to the rotor is the 
last item so you will likely have to do a three finger swipe up to get to the 
last item.  Double tap Braille and it will now say selected.
You can then turn the rotor to braille.
Be aware that the location on the rotor of the braille option will change, 
seemingly at random.  
One time it will be between words and cahracters, another time it might be 
after headings.
