There's a partial fix for this that works fairly well. Go to Settings, General, Keyboards and add a new software keyboard. Bear with me; I know it seems counterintuitive. Choose any keyboard. Go into an app that can edit text such as Notes or a mail message. Use the virtual keyboard to cycle through your keyboards, including the one you added. You can end up in your preferred keyboard. Now turn QuickNav off and back on by using your two side-arrow keys on your hardware keyboard. Things should work a bit better. You can at least use Voiceover commands. It isn't perfect, but much more doable than the previous state in most cases. You may have to fiddle with QuickNav in edit fields. You can also delete the keyboard you added at this point.
