Given that OCR is not always 100% accurate, there are a lot of apps that can do this.
My personal preference is VDScan, formerly Voice Dream Scanner, which is $9.99 I believe still. I'm not sure if Seeing AI, which is free, can do this. I wouldn't be surprised if the camera app might be able to do this now.
