I have a 16 pro and I started to see bad behavior on my mail. I went to more and put it in list view and it still was acting freaky. I couldn’t go from message to message and there was a lot of stuff at the top of my list. I went into settings and to Apple Intelligence and Siri and turned off Apple Intelligence and now everything works. I hope this helps someone.

Open a mailbox and choose the More button near the top of the screen. Choose List view. Then your messages will still have category labels, but they'll be listed in the usual order.
