As Christopher said, if you don’t have the dial pad on the screen after you dial and it starts ringing, you have to reveal it by tapping on the “Keypad” button. Visually it is in the bottom right of the screen so you can either touch near the bottom right and see if you find it or you can do a single 4-finger tap on the bottom half of the screen which moves focus to the last element of the screen and since that last element in this case is the keypad button, Voiceover should say “Keypad” and at that point you simply double tap on the screen to activate it. Then you have to put your finger on the screen somewhere in the middle and slide around until you find whatever option you want, e.g. 1, 2, 3 etc. and as soon as you lift the finger it will be dialed. For me the keypad seems to be there and I actually have to hide it if I want any of the other buttons like Hold, Facetime, Add etc. I am not sure what determines this, but while it says this applies to incoming calls, you may want to check in Settings > Phone what is selected for “Incoming Calls”, you can have this set to “Full Screen” or “Banners” and it applies to incoming calls when the iPhone is unlocked.
