I didn't realize you needed a subscription to use the White Pages, guess they don't have enough advertising revenue any more. Anyways, it seems $4.99 a month gives you up to 20 lookups a month so if you really need to look up phone numbers regularly this to me would seem like an OK option. What about 411 on the phone, I haven't used it in probably 10 or 15 years so not sure how much it costs nowadays.
