There are of course these recycled licenses which apparently are legal and can be bought literally for a few Dollars as in maybe $10 or $15.

If you can get a discount on the full version and guarantee that that will always be the case for future versions, then by all means, do that. For those on a very fixed income, the monthly cost provides the lowest up-front payment. So it's all about options. While you can find full versions of Office at a discounted rate, you will have to keep purchasing new versions or fall behind on updates, so I really don't recommend it.
