I noticed with the past few updates that there's a message about this
the first few times I open the app. Weather Gods just did some massive
overhaul of their app including switching over to new servers. As a
result, many of the notifications are spotty or nonexistent no matter
how many times settings are adjusted. I'm not sure how they're ironing
things out. I live in a small town in southern IL, so I imagine my
weather isn't as important for notification as a larger area. I saw the
sunrise/sunset notification come in yesterday for the first time in a
couple of weeks, but it was several hours later than my notification is
scheduled for. I'm hoping they get it fixed because I really miss
knowing those things.
