You have to get the phone talking in order to turn up volume.

Carla, once you have the phone unlocked, take the earbuds out of your ears. And
unplug them from the phone if you were using the lightning earbuds. Then,
proceeded to tap the phone while turning up the volume. That she'll fix the
problem with VoiceOver. And your phone calls.
