On a PC it's not really a program you use although Speedtest.net has a Windows 10 app in the Microsoft Store which I found not as accessible and easy to use than either going to www.speedtest.net<http://www.speedtest.net> or to use the Chromium browser extension you can install in either Google Chrome or Microsoft Edge. I have the extension so I just press Alt + D to go to the address bar, then tab until I get to Extensions, press enter and tab again to Speedtest
