My experience was just really strange. I got my iphone 8 back in 2019 and haven't swopped out any sim cards or otherwise changed the physical phone. I hadn't used the hotspot feature for a while and then I used it on Wednesday and at that time the hotspot setting was its own setting in settings. Then when I went to use it on Thursday, it had moved to to the sellular setting. Then after I had turned it off again, it reverted to being its own setting. Maybe it forgot that it was supposed to disappear with lack of use until I used it again Lol.
