This is a known issue, I've had the same problem, here is a work around. Go in to system preferences to accessibility. Go to the mouse section and turn on mouse keys. This allows you to use your keyboard to control the mouse. You will need a keyboard with a number pad for this to work. Now open the application that you want to keep in the dock, move voiceover to that item and then press VO+command+F5 to move the mouse to that item. Now hold the control key and press numpad 5, this will do a control click on the item and the menu should work. Don't forget to turn the mouse keys feature off when you are done.
