Yes, I have WhatsApp set up to daily backup messages etc to iCloud. When I got a new iPhone I simply installed WhatsApp on my new iPhone and during set up of WhatsApp I selected to download from iCloud. I don't think standard Apple iOS iCloud backup backs up whatsapp data. One have to configure that manually yourself as described above.
