Also, Notes needs to be turned on in iCloud settings on all devices that you want to sync. If you turn on iCloud on each device, Notes should be on by default. It's also possible, when setting up an email account with a service like Google, to turn on Notes. If you do that on all the devices and create notes in the folder for the service you chose, notes will sync via that service.
