You didn't turn on magnifier did you? That also uses the triple tap and if VoiceOver isn't on, you won't know that you have a choice to pick magnifier or VoiceOver. Siri will tell you if it is on when you ask it to turn on VoiceOver. If it seays says it is on, but you hear nothing, flick up with two fingers and start tapping the up volume. You could also plug in headphones to make sure it is on and try the volume again when the headphones are unplugged.
