Hi, Just in case anyone ever needs to use the regular Apple support, He called yesterday, and after 20 tries to set up his ID and over 90 minutes on the phone, Apple support fixed the problem. They were very patient. He ended up having to set up his ID on the computer and then adding it to the phone. They never did figure out why he had the problem, but they fixed the issue.

If you have a phone with a home button, setup touch ID, and it will primarily ask for the passcode after you reboot it, but if you just lock it and come back later, the finger print will unlock it.
