It is a toggle, but I thought with an incoming, it would just answer that call and leave the other unless that party hung up.

When a second call comes in, a panel pops up with options. You can touch on the screen to find this panel and then flick left or right over the options. When you find the one you want to use, double tap on it with one finger and it'll work.
