Hi Cathy. Every time I restart my iPHONE7, my brightness is set to 100%. I always have to set the brightness to 0% and can't find a way to prevent it changing when I reboot. I think this might be an intentional change to make certain that sighted people can always see their devices when they restart them. I could easily be wrong about this though.
