You know, I'm not sure. I had mine off, I'm not sure how or why that happened. 
But I was at an Apple Store trying to solve a problem with a dead iPhone and 
needed to get the code for my Apple ID for two factor verification. So they had 
to put my iPad mini on the Wi-Fi network and then the guy discovered that 
iMessages were off, so he turned them on. But I'm not sure what he did to turn 
them on. I just looked and handoff, and it seems pretty generic, talking about 
how the application will show up that you need to use to continue doing what it 
was you were doing on the other device. So all that long answer to say that I 
really am not sure. I hope someone else can help you better.
