Yes, I dislike the languages that come up when doing that, took me 10 minutes to get out of that screen so I could continue with the setup, it is annoying at best.
Speaking of Languages, I had an odd experience this morning setting up a work account, apparently it thought I was French Canadian, again took a while to fix, but I was surprised, I don't do well with languages and never French but I was able to figure out how to correct the problem despite the fact that it was speaking French to me. Pretty funny actually once I got back to English that is. This was on the computer, not the phone. When doing previous updates I've been able to flick over to the Download button and double-tap it, but I got the bong just as you did. I exited the screen, came back in and found the download button, which VoiceOver said was dimmed, but I persevered and was able to start the update, sort of by gosh and by golly, and eventually get it done. I think Apple Accessibility definitely needs to look into this, so I'm going to cc them on this message so they know it's not just me that's run into this issue.
