I'm reading and replying to this thread using my BrailleNote Apex which is paired to my iPhone 6, so I thought I'd add that on the Apex, you can accomplish this same type of thing by pressing dots 4, 5 and 6, then doing an o-chord, and, to move in the opposite direction, press dots 4, 5 and 6, then do a 2-4-6 chord. When you reach the end of the thread, the phone will give you than "bonk" sound and won't scroll any further.
