I found https://linuxhint.com/upgrade_kernel_linux_mint/. It looks like ukuu does install packages with modules. I have no experience with Mint nor ukuu. I don't know why vfio might be missing, sorry. They say Mint 20 with a 5.4 kernel will be releases in June.
