Both control keys pressed at the same time should be unusual enough I think, thats why I picked it. Most of the time os and apps only keep track of whenever control (any control key) is pressed, for Ctrl-<something> hotkeys. Another advantage is that the control keys usually don't have any effect, unless you press some other key at the same time, so switching the keyboard doesn't cause unwanted actions.
