Closing an account when a customer hasn't paid?

Hi,

Is there an easy way to close a domain temporarily, allowing me to shut off 
all incoming and outgoing mail when a customer hasn't paid? - It would be 
cool if you could send a message to people when they log on via pop3 saying 
"Pay up or ship out" :-)
