vqadmin problem

iam trying to install vqadmin
i was able to configure properly, i was gone through the file INSTALL
its done properly make and make install
i was created Directory under cgibin also and created user also
iam try to access
 
iam getting following error
 

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

in the log file of Apache iam getting like this

then i have checked the permission of .httpaccess file

1 nobody   nobody        122 Jun 11 20:55 .htaccess   

then i changed to permission to vpopmail:vchkpw and tried root:root

i try to access the from browser iam getting the below problem

Forbidden

You don't have permission to access /cgi-bin/vqadmin on this server.

then i checked the log of apache looks like below

i tried lot of combinations

no luck

any help will appriciate.
