The problem is that Windows 98 uses different computer instructions to work than XP does. VirtualBox was not optimized to run the older instructions at good speed. Optimizing VirtualBox is a lot of work, and may cost few million bucks, so unless there is a paying customer, or a team of programmers willing to do this for free, situation will not change.
