That makes no sense if your goal is to interoperate.  An IDNA2008 system
will reject that, and I think I am not the only person who thinks that
a thing that works sometimes is worse than one that doesn't work at all.

I can tell you that in practice, sensible people use names that work
in IDNA2008 and the ones that fail are either ancient ones or people
being cute with emoji in ccTLDs like .WS that let you register junk.
