Is the quoted text quoting something? If not, why is it in quotes?

To my knowledge, that is not a quote from another text, but I will
double-check with my co-authors. Conceptually it could refer to
something like a special-purpose "sieving machine" of the sort mentioned
in RFC 3766.


This is from Bruce Schneier: "In fact, we cannot even imagine a world where 256-bit brute force searches are possible. It requires some fundamental breakthroughs in physics and our understanding of the universe." But personally, I would remove the quotes.
