I will note that this type of question isn't specific to USRPs, but more a DSP question.   You might fruitfully repeat your question   on the discuss-gnuradio mailing list -- there may be more generic DSP people there than here.

I don't know much about your *specific* case, but in general, one cannot expect two randomly chosen devices to be   in-phase with respect to each other, so if your receiver expects that it is in-phase with respect to the transmitter,   without any kind of phase-estimate and correction, it will routinely not work.
