I'll note that a sample-rate of 6.5e6 is NOT exactly possible with the X310.   The configured sample rates MUST be a proper fraction
   of the master clock rate, which is 200e6 by default on the X310:

So, UHD is rounding your commanded sample rate to the nearest possible sample rate.

You're asking for a TX rate of 100e6, which, clearly, your host isn't able to "keep up" with, since it's issuing large amounts of   "U" (under-run) which means your host, on average, is failing to deliver samples to the radio at the commanded
  sample rate.
