Doesn't look like a PPA was ever created for the "Impish" release of
Ubuntu -- this was a transitional, NOT LTS release. If you
upgrade to Ubuntu 22.04, very-recent Gnu Radio and UHD are already
packaged and can be installed just with
"apt".
