My guess is that package is either renamed or not there on 22.04. Those instructions are for 20.04 so some Fudging may be necessary for 22.04.
Also UHD is a prebuilt package for Ubuntu 22.04. So unless you need absolute bleeding edge UHD I’d just install the UHD packaged binaries.
