I finally found the solution. I was working over xrdp which caused the
problem. This can be solved by adding
session required pam_limits.so
to the file /etc/pam.d/common-session.
Maybe this can help someone else.

Well, this is clearly a Linux, rather than UHD/USRP issue. You'll have
to do some digging in Linux-support land.

Have you done a system upgrade?
Have you changed /etc/security/limits.conf recently, and is
there perhaps a syntax error in it?
If you reboot, does the behavior change?
