Make sure the driver is running:

$ lsmod | grep niusrp
niusrpriok            421888  0
nistreamk             139264  2 niusrpriok,NiRioSrv
nibds                  57344  2 niusrpriok,NiRioSrv
nikal                 118784  4 niusrpriok,nibds,NiRioSrv,nistreamk

If not, check the output of niusrprio_pcie start, make sure it didn't fail.

Also, you can run lspci to see if your USRP is showing up. You should see
something like this:

05:00.0 Signal processing controller: National Instruments PXIe/PCIe Device
