What I'm saying is that it's trivial for a Windows user to create a C:\usr directory -- especially if that user is an administrator on the box, which is usually the case with Microsoft Windows users in general, and developers specifically because they like to have complete control. The same is not true on a UNIX box: almost no work is ever done as an administrator, so trying to write to /usr is kind of obnoxious.
