I'm on Linux, and it appears that base.path defaults to this:

base.path=/usr/share/java

I can see that the following lines in build.properties.default are
commented-out:

#base.path=C:/path/to/the/repository
#base.path=/usr/local

Do you have a build.properties file in that directory that overrides the
default setting?
