Look, I am an old guy, with no imagination and no sense of humor.
For me, 1 + 1 equals almost always 2. That`s why I usually get along with computers, because they are the same. And Microsoft do all kinds of weird things, but that is not one of them usually. If Windows prints an error message saying "The path does not exist", then in all likelihood it doesn't. Or you are looking in the wrong place.
Does it not say which path does not exist ?
How are you starting Tomcat ? (or trying to start it)
Where does that message appear ? in the Windows Event Log ?
