Why isn't that difference mentioned on the download pages?  I just 
looked at the descriptions on the web site, and here are what it says 
(leaving out the *x versions):

# apache-tomcat-[version].zip or .tar.gz: base distro, all non-embedded 
users download this.
# apache-tomcat-[version].exe: Windows installer with base distro 
contents + Windows installation.


I would read this as meaning that the .exe windows installer has 
everything the .zip has, plus the windows installation routine.
