As has been said before, SA is not an RFC-compliance auditing tool. For SA, RFC compliance checks are only useful insofar as non-compliance is an indicator of spam.

The omission of a MIME Content-Type may be a spam indicator, or it may simply be an indicator of a sloppy MUA implementation that takes advantage of Postel's principle.
