Unless you mistook Harold for a developer, that doesn't make much sense. Most of the effort on SpamAssassin doesn't involve Bayes, it's relatively mature. What you are suggesting would imply that SA is no longer under active development. I don't see what "other people invented rules" means, SA has always been rule-based. There's no one fending-off would-be rule developers with a stick.
