The reason it warns twice is the rule evaluation and promotion process
separates the two rules during publication. They are together in a single
if() in the sandbox file; if they were published that way there would only
be one warning. I don't know how complicated it would be to change that
behavior, probably very.
In the SA log it clearly states it's a warning. I don't know why that
information would be stripped when emitting to STDERR. And fixing that
wouldn't help existing SA installs.
