Both in part. Do you have the BodyEval plugin disabled?
No, it's enabled.
Interesting. That subrule is in an ifplugin for that plugin, so if you
have that plugin enabled that subrule *should* be defined.
What version of SA are you running? There's another if layer around that
subrule that indicates the capability it uses was added after the BodyEval
plugin was first shipped.

Apologies for the problem, and thank you for reporting it. I've added some
more-detailed checks to my rule dev environment to try do a better job of
catching things like this before they get published.
