resolve.conf uses VMWare's DNS servers which are not located on the MX
servers.

Do you see any hits at all?

It is BCP to use a local resolver under your control for mail servers.
Due to hammering public mirrors, an ISP/ASP's shared resolver may be tarpitted or blocked from doing queries to the BLs. If you run your own, you know when and what is happening and makes it easier to troubleshoot /monitor any potential issues.
