Test your DNS first.
make sure that at command line, the target in question exists in the RBL. Test it from the same box SA is on, using the FIRST server in /etc/resolv.conf

then, take a full email with the suspected target in it, and do:

spamassassin -T -D < {email}

look for rbl entry.

fix whatever is broken (*.pre files not loading rbl plugin? local.cf not having rbl's turned on?.
