i have a plugin that does this, contact me offlist if you like to have it, its alpha stable here, warning i am not a perl geek yet :=)
but why not remove reply-to in all outgoing mails ?, and make sure all users need to verify the reply-to email is there own, still not perfect but tigthen it more
