This doesn't make sense, when ISPs block outgoing port 25 you can use port 587 or 465 to connect to the server of your choice, it doesn't matter which country you are in. Personally I would only use ISP servers as a last resort, email's an afterthought to most of them. I use Fastmail via port 465 for most of my outgoing mail, they're listed in dnswl.org, unlike the average ISP.
